CME 7.1 on G2/GUI Admin pages not pre-installed

Q1. Shouldn’t this router running CME come from the factory with CME 8.0 as default?

Q2. Since it came with CME 7.1 shouldn’t there be more .html files on the flash0: for GUI administration?

Q3. What version of the CME GUI files would I put on 3900/15.0 for CME 7.1? I've been using 3845s/IOS 12.4.24T2/CME 7.1 previously.
