Just wanna know the license activation is it just apply to 3900 and 1900 and 2900 router ?
How about the ISR first generation Router?

Hello Gilbert,
for ISR routers until IOS release is 12.4 or 12.4T the licensing part does not apply.
I don't know what happens if you try to install a newer 15.0 M IOS release
the 15.0M Q&A speaks of ISG G2 only see:

so it looks like licensing applies only to ISR G2.

Then is it become all function will be in 1 IOS, while u need the security then just buy the secury license then activate it in the router.

Yes.
The ios have all functions, and you could enable features with licenses (SEC, VOICE and DATA).
