There heaps of stuff on the internet on getting a avaya to 'talk' to a cisco. Found lots at the avaya site, here's one example below.

In terms of Microsoft OCS with CME version 8, there is a CTI interface to allow microsoft OCS integration, see the link below, but read the revelant section of the following document carefully.

Cisco provides a feature set of the Cisco IOS called Unified Border Element (CUBE for short) that is designed to accomplish exaclty what you are asking to do.
CUBE provides protocol internetworking for IP-to-IP voice and video connections.
CUBE is a feature available on most current routers.
The router you use depends strictly on your configuration (IE, if you are going to be doing media flow-through or media flow-around and whether or not transcoding is going to be required).

Here is a document that describes using CUBE to perform SIP internetworking between OCS Mediation Server and Cisco Unified Communications Manager. Not exactly the same as what you're asking, but similar enough for illustration purposes.
