Is it still not possible to setup a meet-me conference from an external call?
We're currently on 6.1.3 and everything I can find points to a meet-me conference always has to be setup by an internal user. It'd really be nice if there was a way around this, specifically thinking about a disaster recovery situation where an office is lost and those users need a place to collaborate without another internal users intervention.
Anyone know of a way around it?

There is no way to do this, you would need a VPN and IPC to set it externally.
If you mean from a PSTN phone it's impossible, only Cisco IP Phones have the meet-me softkey which is required to start the conference.
