ISDN disconnect code between two ISDN PRI controllers

Hello,
I have a voice gateway with two ISDN PRI controllers (VWIC-1MFT-E1); an ISDN PRI controller (Se0/1/0:15) is connected to PSTN and an ISDN PRI controller (Se0/2/0:15) is connected to an analog PBX.
The problem is the reporting of ISDN PRI ISDN controller (Se0/2/0:15) when I try to call a  non-existent number, from the analog PBX.
Infact, the ISDN disconnect cause code reported by ISDN PRI controller (Se0/1/0:15) is correct:

2907680: Mar 30 10:37:12.090 CEST: ISDN Se0/1/0:15 Q931: RX <- DISCONNECT pd = 8  callref = 0xA0B2
    Cause i = 0x8381 - Unallocated/unassigned number
    Progress Ind i = 0x8388 - In-band info or appropriate now available


but, the ISDN disconnect cause code reported by ISDN PRI controller (Se0/2/0:15) is wrong:

2907683: Mar 30 10:37:12.102 CEST: ISDN Se0/2/0:15 Q931: TX -> DISCONNECT pd = 8  callref = 0x940D
    Cause i = 0x8091 - User busy


In this way I can not understand from my analog PBX what is the correct reason of disconnection.

Which exact IOS is this ?

And more important, are you using CM with MGCP or H.323 ?

H323 of course ...

Try 12.4(22) YB5 or perhaps some 15.0
