Hard to tell from your description. Can you provide more infomation: What is your flash and DRAM capacity? Do you have license to upgrade from IP Base to, say, IP Services?
12.2 requires a minimum of 32mb DRAM and 8mb of Flash to use IP Plus IOS (c1700-sy-mz.nnn-nna.bin).
