Recently, I rolled out a new phone system here (CUCM 7.0(2)) and for some reason with our 7985's, whenever we try to dial out from them, the call fails and we get the message "no video bandwidth available" even though the call is going to the PSTN. On the PRI's voice-port on the gateways that the call is going out to the PSTN, I have the command "bearer-cap speech" implemented and i'm still getting calls that aren't able to proceed. Any ideas anyone?

Is the "retry video call as audio" setting checked on the device configuration page for the 7985?
