I want to do dot1q tagging and vlan trunking on this router.  Is it possible?

According to Feature Navigator IP Base on the 2800 ISR routers should support 802.1q trunking so you should be fine. If you want to make sure then try this -

int gi0/1.10

encapsulation dot1q 10

ip address x.x.x.x

if you can enter the above config you are good to go.
