Voice-class codec behaviour question

we have a voice GW connected via SIP trunk to an endpoint which can either use g711ulaw or g711alaw codec and

i am trying to predict the behaviour of codec selection in the following scenario.

The call scenario is such:

- a call comes in to GW as g711alaw

- the matched outgoing dial-peer has voice-class codec assigned, which is:

     preference 1 g711ulaw

     preference 2 g711alaw

- there are local transcoding resources assigned to support conversion from g711ala to g711ulaw

- if there are enough transcoding resources available, g711ulaw call is established

My question is, if there are no more transcoding resources available to convert to g711ulaw, will the call be established as g711alaw

or will it be dropped?
