Take a look here: http://www.blindhog.net/cisco-install-call-manager-4x-with-vmware/
OS requirements are likely different but this will give you a good starting idea.

Hi
Do you have a set of Cisco OS CDs with your CM4.3 media? What version are they?

Hi
Well - I can get 2003.1.2A to install on my setup.
When you define the VM, set these params:
OS : 2003 Standard
HDD : 72GB, IDE
CPU : 1 CPU
Mem : 1024Mb
Regards

You have two options to install "Cisco OS 2003" (basically Windows 2003).
1) Use original Cisco OS 2003 DVD.
Please note that VMWare is only supported in later version. And it might require specific VMWare edition/version (e.g. ESXi 4.0).
2) Use generic Windows 2003 DVD and apply regitry patch (attached).
This is my preferred option. Because:
a) I can install it on any VM software.
b) It's quicker to install
c) I can use volume license so no activation is required.
