SIP TRUNK strange behaviour

I have SIP trunk to my GW connected to PSTN.

I noticed strange issue which is when i call somebody on his mobile phone and his phone is closed or out of coverage I hear ringback tone instead of PSTN normal messages.

I have CUCM 6.1.3

any ideas..

Do you have SIP Trunk to PSTN?

Or which type of connection to PSTN you use?

sometimes Telco sends instead of alerting a progress message with progress tones

Are we suppose to hear VM right or out of service?

Which type of GW?

Which IOS version
