Control-Plane policing on 'edge' switches?

I am sure in an earlier release of IOS the 3560/3750 series had control-plane policing, however in the latest IOS (12.2(53)SEx) it is no longer available?

What are the reasons for this and are there any alternatives?  I know its available on 'real' routers and the Catalyst 6500 series but its now gone from the standalone 3560/3750 (& I assume 2960?)?

According to the following, the 3750 does not have control plane policing.  Why it says "control-plane" in the configuration is beyond me.

Look at Table 1 at the bottom of the page.  It says the 3750 does not do CoPP.  (Nor do they support VRRP, which surprised me.  I wasn't aware of that; we've been talking about starting to use VRRP in some situations, so that was disappointing.)
