correct IOS for controller command

I am trying to configure my 2 2821 routers in my training lab and I cant find the controller command required to setup the t1 lines, I have a 2600 with a single t1 to run my house and I want to put use the new bonded circuit my intention is to use the vwic-2mft-t1dir card I have in slots 1 and 3 to do so. both come up as unknown cards.

worth mentioning both units are new to me off ebay in the last 2 weeks, I purchased 2 so if needed I could swap parts. they came with the t1 and vpn cards already in them, same with the os version.

The VWIC-2MFT-T1-DIR card doesn't look like it will work in the 2800 platform. All my searches are showing you need to put this in the MWR 1900 Mobile Wireless Router.
