ios upgrade on catalyst 4510

hi we are trying to upgrade an ios on a cisco catalyst 4510R with two supervisor engine v.

the current ROMmon and ios is .

ROMmon: 12.1(20r)EW1

ios :bootflash:cat4000-i5k91s-mz.122-25.EWA1.bin

we are trying to upgrade just the IOS not the rommon we have tried server later vesions of ios like those indicated bellow,

but after reloading the supervisor engine the ios is recognized but it's not runed the slave supervisor engine just goes in to cold standby if we

put back the ios mentioned above it works and after reloading, the slave engine the goes into hot standby.

ios: 12.2(53)sg and 12.2(40)sg

we have followed the following document to the letter.

should we upgrade the Rommon will this solve the problem.
