Can a voicemail box be created on cisco unity without having a physical phone attached to it.

Yes, you just need a unique extension assigned to it. The user won't get MWI obviously but can call into the system (if configured) and check messages via TUI. If you are interested, there are other options such as SMTP notification, etc. Let me know if you'd like more info.
