anomaly guard logs (Can't connect to managment module; SYSTEM IS NOT FULLY OPERATIONAL: Connection refused)

when i want to configure guard module but some logs displaying. what is the problem and what am i do.

logs below thats;

admin@GUARD#conf terminal

Normally this issue is resolved by upgrading it to the latest release (6.1.6). Here is the release notes for your reference:
