I have a site that is configured for CME. We are linking this site with a parent site that will have a UCM 7.x/8.x in the near future. I haven't seen any definitive answer on if there is a CME to SRST license upgrade. It looks as though it is the same IOS that runs in both cases.
Is this merely a configuration change?
Obviosly the phones came with CME licensing, which will have to have DLU's purchased on the new CM.

It's the same license, just a config change. Keep in mind that you can also use CME in SRST mode. Might be an option for you. See the following link.

Customers who initially deploy or purchase a Cisco Unified CallManager Express (CME) solution, the CME Feature License includes a provision to use the feature license for Cisco Unified Survivable Remote Site Telephony (SRST) mode without an additional charge or re-licensing to Cisco. Customers only need to re-configure the router for Cisco Unified SRST mode.

Q. I have a Cisco Unified CallManager Express (CME) customer who wishes to upgrade to Cisco Unified CallManager 5.1. What steps do I need to follow to ensure the licensing transfers?
A. Do the following:
1. Determine how many and what type of devices are on the customer's Cisco Unified CME.
2. Enter the quantity of each device in the "yellow" cell in the Cisco Unified CallManager Device License Unit Calculator pasted at the end of this document.
3. Contact licensing@cisco.com with the MAC address of the publisher and the number of device license units calculated in step 2. The customer does not need a node license-it comes with the new Cisco Unified CallManager.
