Does SNR work to internal phone numbers? I am just trying to set up a test with another extension as the remote destination but it never rings. All external numbers work fine. From the SRND:
"A remote destination represents a single PSTN phone number where a user can be reached."
Does the remote destination have to be a PSTN number?

SNR does not work with internal numbers, not even for testing.
Just have it call your mobile for tests.

If you'd like to test it without involving PSTN you may set up another CUCM and create an Inter-Cluster trunk. You may use the IP phone on the other cluster as "remote destination".
It was documented in SRND:

Remote destinations must be Time Division Multiplex (TDM) devices or off-system IP phones on other clusters or systems. You cannot configure IP phones within the same Unified CM cluster as remote destinations.

Also, the help page for Remote Destination Configuration
Settings mentions this:
Remote destinations represent phones that are available for Mobile Connect answer and pickup, plus locations that are used to reach Mobile Voice Access. Remote destinations may include any of the following devices:
- Single-mode mobile (cellular) phones
- Smartphones
- Dual-mode phones
- Enterprise IP phones that are not in the same cluster as the desk phone
- Home phone numbers in the PSTN.
Bummer. I ran into the same thing, and could have sworn i had it working in the past with a 7921, but it must have been a cellphone then.

The issue is that the SNR needs to hit a RP - how about setting up a RP to a GW and bouncing the call back either on the same GW or to another one and terminate the call internally ?
