Assuming that there isn't any phone load name set at the device level.  Do phones only load firmare when they are reset or do they check device default setting on the pub periodically for any changes?  If they find a change do they load new image?

When you update the device loads or the load under device config that updates the SEPmac.cnf.xml which phones load, the info from FW load is there.

If the load is different from what the phone has it'll load whatever you configured there.

They only read the file upon reset.

A phone upgrades it's firmware based on what it's in the configuration file it gets from TFTP.  If you update the device defaults or the device-level setting for the phone load, then the phone's config file is updated.  Phones only pull the config file down from TFTP when they are reset.  If the phone load matches what the phone already has installed, it will continue to register as-is.  However, if the firmware load has been updated then the phone will ask for the load file and upgrade (or downgrade) depending on what has been configured for the firmware load.
