EMC Ionix is annunciating lots of down interfaces in our network that reference interfaces with IfTypes = 103. voiceEncap.
What exactly does a down interface mean when the interface iftype == 103 ?
is it normal for these interfaces to be down?
What is the value for Ionix to continuing to monitor these interfaces ?
What is the risk if I don't monitor these interfaces ?

We see this a lot with DFM (which also contains some of EMC's code), and the recommendation is to unmanage these ports as they will typically be down when there are no active calls. When they are unmanaged, the alerts will go away, and no vital information is lost.
