Unfotunately since the List.xml is stored in the TFTP, which is the CME, anyone with the same phone model would see the picture. Also all the procedure to get the picture into the TFTP has to be done by the CME admin and not by the users.
You would need to upload the picture, go the phone, load the picture to the phone, delete the picture, repeat for next user who wants this.
If you were running CUCM phone designer would be the way.
