You might want to check the setting of the configuration register and make sure that it is not specifying the higher speed. I have had the experience where a device would not keep the speed that I set under line con 0 and it turned out to be a setting in the configuration register.
I have done some research and found a suggestion that the speed can be set using the bootloader. Perhaps you might try this suggestion:
Go into the bootloader by power-cycling the switch and holding down the “Mode” button. Enter the command “set BAUD 9600″ Then type “reset” to reboot the switch.
