I have an AIR-AP1131AG-N-K9 access point that I convert to lightweight mode and connect it to our WLC. All is working fine however for some reasons it look like the 802.11a radio is not coming up because the it's not in the same regulatory domain.

As per the WLC radio a cofigured to regulatory domain as per follow...

802.11bg:-A

802.11a:-N

How can I have both radio in the same regulatory domain? so I can enable both of them..

You cannot change the regulatory domain of the radio on the AP.  But if you enable both regulatory domains (-A and -N) on the controller the AP will join.  For example, set the controller to support US and Mexico country codes and this AP will join.  Just keep in mind that you may not be legal if you run an AP not programmed for the regulatory domain where it is physically located.

I tried this. it still isnt working. The radio is up  but not joined to the controller.
