What is Cisco RVL200 SSL-VPN log in ERR98?

Find no login err codes in user guide.

Firmware latest release for Windows 7

Windows 7 32-bit

IE8 browser

Target IP is allowed for popups, cookies, and Trusted sites.

All user guide recommendations for configuration done for IE8.

Certificate installed in Trusted Root Certs.

Can log in as admin to page through RVL200 settings.

Log in attempt as USER cycles me back to login page

with ERR98 reported in web address line.

Additional information:

If I log into RVL200 as admin

Go to SSLVPN > Virtual Passage > Access Portal button

I can access the SSLVPN and load the Virtual Passage software

If I log into RVL200 as SSL-VPN user,

I get the loop back to login page with ERR98.

Discovered RVL200 Firewall > SSLVPN set to DISABLED

around the time of the firmware upgrade.
