No Ringback to PSTN when IP Phones has Cfwdall enabled

Greetings,


Have a pair for 2921's with CUCM 7.1(5).  Each of the 2921's have a PRI to the PSTN and are configured as H323 gateways.


When users forward their phones to the PSTN there is no ring back on calls coming from the PSTN.  I have found several articles but nothing current.


Some suggestions have been:

Use the progress_ind alert command on the dial peer.  This is not available on the 2921.


The enable fast start in the h323 configuration, which does not appear to be available.


Any other suggestions?  I have attached what I believe to be the relevant sections of the config.
