I know I can setup the CSC-SSM with my internal smtp server but is it possible to setup the CSC-SSM to scan traffic for an external IP address as the email is hosted by an external provider?

Yes. The CSC can scan traffic on pop3 and smtp ports, inbound and outbound, so you can do that.
It will be the same config actually.
