Is this a single phone that it is happening on? If so, you may have a hardware failure.

If there are multiple phones this is happening on your best bet is to open a TAC case unless you are well equiped for wireless sniffing/packet capture. You would need to see if there is any delay in the SCCP signaling packets/frames either on the wire or in the air.

I was having this issue on a few phones. Not many. I put in a TAC request and they replaced the phones. My users have not been complaining any more about these issues.
