Two ISPs (local ISP and global ISP) will be peered with bgp router and form the multi-homing. We would like to seek for your advice to configure the bgp router located in Hong Kong data center. Attached please find the logical design diagram and below please find the user requirements for your reference:
We would like the local traffics (all Hong Kong traffic) go to local ISP-A and the global traffics (other than Hong Kong traffic) go to ISP-B. Following is the ISP information
ISP-A: peering IP: 188.8.131.52/30
ISP-B: peering IP: 184.108.40.206/30
1. Grateful if you could advise on the URL or simple configuration on the outbound traffics

You can use local prepor weight to select IPS B over ISP A (Because it is you local AS ).
Inbound traffic can easily manipulate by using local prep or weight ( Weight is For Cisco only ).
