Hi
Is any special treatment needs to be given to Management VLAN.
Whenever I configure the management VLAN ; either the device stops pinging after sometime or cannot communicate with other vlans.
interface Vlan80
description Network Devices Management
ip address 192.168.30.254 255.255.255.0
router ospf 5
network 192.168.30.0 0.0.0.255 area 0

you haven't provided enough details
what are the affected devices and how are they connected to multilayer switch?
some general notes follow:
if you decide to move L2 switches management to vlan 80 you need to do this on all of them
by default they use Vlan1 and you need to move to vlan80
be also aware that some L2 switches like C2950 supports only one Vlan interface active at a given time, attempting to enable a second SVI automatically causes first SVI to be shutted down.
Also you need to verify native vlan settings on the two sides of each L2 trunk if using 802.1Q they must match or you will have troubles.
This can also be a source of troubles
You need also to verify that Vlan 80 exists everywhere either for VTP propagation or after manual creation of L2 broadcast domain in all devices if you are not using VTP.

The devices are directly connected to the Ethernet Module on the Mutiple-layer Switch.

this is fine, but are those ports configured as layer2 trunks or are they access ports in vlan80?
