For utilization information about a leased line, or any type of interface, you can use any SNMP based monitoring tools like MRTG, PRTG etc. These tools use SNMP to calculate the interface volume, speed and utilization. You need to install the tool and monitor the router from which the leased line originates or terminates.

For more indepth analysis along with utilization report, NetFlow based monitoring of the devices will help. NetFlow based reports can give you traffic stats based on volume, speed, utilization as well as information on the application used, hosts involved, conversations and so on. Try ManageEngine NetFlow Analyzer for NetFlow based reports. You can visit the following link to know more:

SNMP based monitoring requires the router to support SNMP and you only need to enable SNMP on the device. The monitoring tool can then be configured to poll the device for bandwidth reports.

Can you give an explanation about how to install the Mgmt server?

whether it is linux program?

I am not sure which management server you are referring to. Moreover, the links I gave should have most of the info on those products. As far as I know,  MRTG has both Windows and Linux wheras PRTG is entirely Windows based.
