This means the CMS secure store has not been initialized.  The CMS secure store is required to be opened and initialized in order to utilize specific WAAS features like the SSL Accelerator and disk encryption.

Note, that if you previously were using the CMS secure store and your Central Manager was reloaded, you will need to manually re-open the secure store.
