The SPA will go out of service in this instance if the SPI4 synchronization fails 5 times.  This can be the result of a mis-seated card or a hardware failure.  Please try the following -

1) First, re-seat the SPA in the same slot that it is currently in to see if it comes back online.

2) If it doesn't, try to insert the SPA in a different slot of the same SIP if any are available.

3) If this still fails, try to insert the SPA into a different SIP if possible to see if it comes online there.

If the SPA comes online in a different slot of the SIP but fails in the current slot, this is likely a hardware issue with the SIP.  If it fails to come online at all, this is likely a problem with the SPA.  Hope this helps.
