Why is h225 timeout tcp establish gone from voice service voip/h323 and only left in voice class h323 ? Like I really want to put it on each dial peer?!?!? Why remove it from global?  What is h225 timeout setup ?

Actual working config;

voice service voip

  h225 timeout setup 2

  h225 display-ie ccm-compatible

voice class h323 1

  h225 timeout tcp establish 3

I can't speak on the reasoning for the changes you've come across in IOS 15.  But, I think I can at least address your last question about the h225 timeout setup.  This was addressed (slightly different info) in an Ask The Expert thread.  See:

So, in your example:

voice service voip

    h225 timeout setup 2

The default h225 timer would be reduced to 2 seconds before hunting to the next dial peer.
