CER 7.x CTI Ports don't register

I know I must be missing something but can anybody think of a reason why CTI Ports configured for CER won't register?  The CTI Route Points do register and both the route points and ports are associated with the same cti enabled end user account..  Running CER version 7.x and cucm version 7.1.3
