help! DHCP in 6509 can't work well

Hello,everyone!

I have two catlyst 6509(IOS Version 12.2(17a)SX4).And have about 30 vlan.And every vlan have a dhcp pool. cat6509-1 is the dhcp server for each vlan.And two 6509 run HSRP,cat6509-1 is the master .

long long ago, several PCs in vlan16(IP:10.0.15.0/24 , GW:10.0.15.254 in cat6509-1,the real ip is 10.0.15.252 , in cat6509-2 the real ip is 10.0.15.253) sometimes can't obtain IP address,To resolve this we may restart pc or config the static IP address for them.

But yesterday I config  the command in cat6509-1:

(config)#ip dhcp snooping vlan 16

then all PCs in that vlan can't access server (in vlan1 :131.107.0.0/24).And restart several PCs can't obtain IP address from cat6509-1. Then I config the static IP for one of the pc in vlan16 ,and ping 10.0.15.254 timeout  ,ping 10.0.15.252 timeout , ping 10.0.15.253 successful.

To resolve this problem,I cancel this command in cat6509-1:

(config)#no ip dhcp snooping vlan 16

but this can't resolve the problem.

finally , I shutdown interface vlan16 in cat6509-1,and setup a dhcp pool in cat6509-2 ,then cat6509-2 is the master in vlan16 HSRP ,and config a static route in cat6509-1:

(config)#ip route 10.0.15.0 255.255.255.0 10.0.0.2(the manage ip of cat6509-2)

the PCs in vlan16 work well.

but this is the temporary method . I want resolve this problem.

do you know the reason of the problem? And how i resolve it,and reture to normal status?
