i myself am having issues with an RV082. V2 running 2.0.0.19-tm (only new firmware)
the bad call quality is packets droping from your voip trunk.
i have yet to find a way to get the bandwidth rate control to work on
incoming data. uploads are limited just fine. as for the is this
a group limit or a single client limit level i have assumed that it is a
per ip limit which does not help bottlenecking of the wan connection.

Do you happen to have SPI (Stateful Packet Inspection) Enabled on the Firewall?
