RV016 Bandwidth Management and VOIP Quality Issues

I replaced an old router with a Linksys RV016 at a small office comprising about 15 computers and 15 VOIP Phones (using G729a requiring ~80kbps). I am hearing complaints about the following
1) Incoming VOIP Quality is bad, Outgoing is fine.
2) Downloads to computers are slower than before.
I am a bit new to VOIP but have some solid networking experience. However I am concerned I do not fully understand the bandwidth management of this device and I think the Linksys documentation is a little light.
Should I be using priority instead of rate control?
Are the MIN/MAX rate control figures shared among the IP addresses or are they applied to each? I have adjusted these rates up and down without any improvement (although I haven't been back to test myself).
Below are the settings for the router. If anyone has any suggestions I would appreciate the input.
ISP Speed: 3 M Up/Dn

F/W: 3.0.0.19-tm
WAN1: 10M Full (per ISP Modem)
DHCP Enabled: .150-199 (for Computers)
DHCP Resrved: .101-149 (for VOIP Devices)
Bandwidth Management: Rate Control

(Also used min max of 1024, 1548)

i myself am having issues with an RV082. V2 running 2.0.0.19-tm (only new firmware)

the bad call quality is packets droping from your voip trunk.

i have yet to find a way to get the bandwidth rate control to work on

incoming data. uploads are limited just fine. as for the is this

a group limit or a single client limit level i  have assumed that it is a

per ip limit which does not help bottlenecking of the wan connection.

Do you happen to have SPI (Stateful Packet Inspection) Enabled on the Firewall?
