Unfortunately on ramp will only work if the incoming dial-peer matched is a pots dial-peer, due to limitations in the tcl script. what you can do however is use an FXS port back to back to an FXO port. However this will limit the amount of t37 sessions based on the amount of ports you have connected back to back.
