problem in voip Dial-peer :(

hi all

i ve two scenario for dial peer ( pots for incomming , voip for outgoing ) when i call form outside to inside the calling is well but outside to inside i heard the busy tone direct .

this is debug dial peer form outside to inside voip in this following :

for land line 7 digit and for moblie 10 and for long distance 9
