I forgot my password and I'm wondering how I can submit a request to have it reset so I can access my speed dials on my Cisco IP Phone. Thank you.

An Administrator will need to change/reset your password for web access to your phone.

Unfortunately I do not know who my administrator is, given the size of the company. Can you please help?

An Administrator is the only person who can help. Try calling your technical support, or asking your manager. If it's a big company try asking others who they call when stuff breaks.
