I don't understand what you mean by transport gateway, but if you are accessing the Internet you need a public IP.  If you are using a private IP and need to have access to Internet then you need a device (router or firewall) to NAT for you.

I am trying to configure the call home feature on sw 6500 and the transport gateway is cisco´s software to do this when you device is not connected directly to the internet.
