I'd like to setup a user so that he can only edit the switches' interfaces (i.e. change vlan access, etc...) but nothing else. I added the commands below to no avail.
username help_desk privilege 7 password 7 0832584F1B0D54
privilege configure level 7 interface
privilege exec level 7 show
privilege exec level 7 configure terminal
privilege exec level 7 interface
Any ideas how i can get this done?

I'm afraid this is not possible, please refer to this technote for additional explanation:

In short, if you need to get into config mode, you need priv 15.
