UCCX 4.0 Real Time API & DB Access

I have a client who is using Contact Center Express release 4.0.

Can anyone tell me if that version has a real time API available, that we could use to build custom real time displays?
(We can only find reference to it being available from v6 forward)

Also, does v4 also permit access to the historical database for custom reporting?
