telnet access in nac environment

When i connect by console to the l2 switch i can ping all other switches, but from the pc i can not.From the l3 switches i can not ping the L2 switches.

I wanted to say telnet.

When i connect by console to the l2 switch i can telnet to all other switches, but from the pc i can not.From the l3 switches i can not telnet to the L2 switches.

How is the connectivity of l2 switch,l3 switch and PC in lan and how PC is connected to lan.
