More than 1 wifi user kills connection

I have a new 1300 series outdoor AP.  Using wpa2/aes-ccm and local radius/eap-fast.

The first user connects/auths fine and can browse relatively fast.  When the second user connects, both connections are unusable.  Ping responses are in the 15000 ms range (if there is any icmp response at all)

What could be causing this?

To which switch are we connecting the Bridges to?? is that the Linksys switch or any small office home office switches?
