I stop the LMS’s service then can install the WCS,

But when I started the LMS's service, the WCS cann't be started.

The first problem could be, that you will have a web server and a TFTP on LMS and the same on WCS.

Yes, that would be the best and only way to get the system running and support from Cisco.
