Mobile Voice Access cannot work

Hi All,

May I know can I only implemnet mobile voice access without mobile connect?

I already activate the mobile voice access sevice, enable on the user, set the mva number and configure the VoiceXML in the gateway, but when I use a pstn phone or internal phone to dial the number, the system operator said this number cannot be dialed. Does anything wrong? Anyone can give a solution? Thank in advance.
