We have SLA configured for failover from primary to DBU on Cisco 871.  There are about 170 sites with the same config.  We are experienceing problems on one site.

Partial Config is as below

Track remains down no matter what.  We have verified primary link to be up and have verified that Cisco uses primary link for all traffic.  When dug a little further, we noticed that the first ping to 4.2.2.3 always times out.

Type escape sequence to abort.
Sending 5, 100-byte ICMP Echos to 4.2.2.3, timeout is 2 seconds:
Packet sent with a source address of 166.141.5.239

Success rate is 80 percent (4/5), round-trip min/avg/max = 152/168/192 ms

Tha above behavior is seem for all external IP Addresses.  With first ping timing out all the time and SLA's inability (as far as I know) to retry leaves track in down status.

What can we do to resolve this?
