upgrade to 7.5.8?

Has anyone upgraded to 7.5.8 and when you did - was it a requirement to build Agent-based default skill group (DSG) for all the agents. The release notes are not very clear...and when I do searches on this...find nothing

I've done the 7.2 to 7.5(8) upgrade a number of times. Never seen this requirement.
