Unity system error routing to default directory handler.

I have a Unity 8 server in a call handler that if you press 1 should transfer you to the default directory handler, but you receive the error message "A system error has occurred."

When I ran dbwalker there was an error:

1220:(error) in CheckDestination routine:

       set to go to directory handler with alias=directorybylastname

Event Viewer reports

Event ID:1019

[Port1] Failed routing a continued call to application [AD] with data object type [0].  Routing call to the default error rule instead.  A possible reason for this could be a broken link for one of the entities in the Unity database. Please run the DBWalker tool to find and fix all broken links.

I set it to another directory handler dialed in again and received the same error.  "A system error has occurred."

dbwalker ran cleanly but the same error in the event viewer showed up again.

looking at the diagnostic errors in the viewer I found the same error:

Any ideas?
